Terrorists don't commit acts of terrorism for the sake of tormenting the few individuals who they kill, but rather to get the maximum effect of fear. It's 2:30 PM. The guy just has to hang on for about 4 hours, at which time people will be coming home from work, and he'll have an audience. I wouldn't be surprised if he tries to get some of them to convert to Islam before killing them.
