Just my two cent and my apologies as I don't post here much anymore so I probably shouldn't say anything but couldn't help myself reading this thread.
I feel people asking questions are expecting way too much from the answers they get.
This is not a one on one consultation where we have the clear goals and complete stats right there in front of us. This is the internet. You get people of all ages and experience answering, and they have very limited info to go on.
At least they are trying to help.
Ok I'm out

Can anyone help me find that sticky that is all about recomposition? I've been looking all around for it and I must be blind or something. Just want to educate myself, as I had never heard of a "recomp" until I got to these boards.

I have nothing much to add as it's all been discussed thoroughly here, but I have to say that I agree that if you are at the low end of normal on the BMI scale, you probably need to build/bulk. If you had a good amount of muscle you would not be at a very low BMI.
Let me give you an example. When I first joined bb.com I was 103 lbs (5'4) and trying to cut. I was certain that even though I was underweight, cutting would get rid of the fat on my thighs and make me lean. Ha. Ha. Ha. No way. I didn't want to listen when experienced posters told me to bulk, and I didn't for a long time. But eventually I did and at 115 lbs I look much better. Obviously I'm gaining fat as I'm bulking, but who cares, really. I'll look good when I cut.
You're on a body building forum, you are bound to get advice about body building.

I guess it would help to explain to people they are underweight for their goal.
The confusion lies with 110lb 5'3/5'5 120lb girls being told "you are underweight!!!", well, not really. Maybe for a goal, but not in general.
I just moved back after many years away and yeah, I can see how perception of weight in most of North America is screwed. Fat is normal. I still remember the shock of how fat people are here. Lol.

Kind of off the op subject, but I'm one that is a big believer in recomp. I think if you have a good base...some muscle and not too much body fat, you can have great success with a recomp. I started working out at 17 doing moderate lifting and cardio till I was about 22, when I became inconsistent, and didn't always workout. I became consistent again at 30, after I gave birth to my first child. For a couple years I did mainly cardio, but by age 34, I began lifting heavy, and have seen very decent gains. My husband started in the gym 3 years ago, and like me, had a decent base...some muscle, but a beer gut...he started with a trainer who advised him to start with a cut. He lost the weight, and since has been on a recomp. He has had great gains!
Go heavy or go home

It goes both ways on the ladies forum..I've been called fat just because I don't want to have cut abs and low bf. When my bf level is perfectly healthy, and I think I look good. I know its a bodybuilding forum though so that's gonna be peoples ideal so it don't bother me, I know I'm the odd one out, its cool.

The BMI doesn't take into account muscle mass. It's not a perfect system, and many times these underweight women don't realize that their height, and their muscle mass are not taken into account. Sure you may be "Underweight" or "Overweight," but you might have either no muscles or a lot of muscles, so it confuses the system.
