They need to tone down, I was chubby and when I cutted down to like sort of skinny fat now my body is sort of thin but my arms are complete trucks. It looks so weird when I get my pumps because I don't look fat but my arms are.
So I need help toning it down.

Hi mate, theres no such thing as toning or fat reduction on a specific part of your body. You are still young and going through puberty, continue to lift EAT and sleep you will find yourself having grown more than you thought you would have in years to come. triceps make up 2/3 of your arm so be sure to train them aswell as your biceps.

Slimming down your arms involves working them in a way that stretched them out longways. The technique for this is actually pretty complicated, and the best I can do in simple rhyme is link you to another thread where I've recently explained this in greater detail to another poster.

In addition to that, I can quickly tell you that the shape and form your muscles take depends majorly on two factors. The first is your muscle fiber content (white versus red) which includes the ratio blend between the two (red and white).
The second is the specific tension that you put on your muscles when you're training.
This tension is defined by the form you use—the technique you use when you perform the exercise—the specific trajectory you travel in from start to finish—and the shortness or fullness of the range of motion that you use. All of these aspects define the exact tension put on your muscle fibers—and it's that specific tension which shapes them (via specific muscle fiber activation).
So when it comes to form—you have to be extremely aware of the specific technique that you use, the form you hold your body in, the fullness of your range of motion, and the specific trajectory you travel in from start to finish.
