I'm 8% body fat and I still have subcutaneous fat in the abdominal area. It's all about dieting and where the body obtains energy from the adipose cells located at various areas of the body. It's definitely not a conscious decision nor can you target a specific area .
Wait a minute. You have abdominal definition and stubborn belly fat?
Post some photos.How can you visualize training a muscle if you don't know its structure?

Dr. Whitaker in his Health & Healing newsletter, some time ago had an article on a study that was done using l gram of acetyl L carnitine 2x. Over several months fat was lost, and muscle increased. Not big amounts, but results were positive. I have used the idea, and my scale said it worked.
Make your last meal at 8:00P an apple and 3 prunes.Do what's right.

You have to match it with stubbornness. I am at 12%, have slight upper ab definition, slight lower ab definition, I can see vascularity in lower abs and obliques in the morning, and still have a belt of fat right below my belly button. You can very easily have 10% bodyfat with most of it left in the midsection. Its been there for a LONG time and wont go away quickly or easily. Keep cutting....
