For me it's Hamilton Ontario, Canada.
Everyone seemed like they didn't have a job and were crack addicts. It just felt like there was something off about everyone in the city.
Buffalo is second for me.

Lived in Chicago for a year. Pretty much everywhere south and west of downtown was sketchy as phuck.
I used to go visit my girl at UChicago and I chit you not, every white, Asian, etc... person that wasn't black would get off at the exact same train stop, get on the same bus, and go to the same bus stop at UChicago. People in the Midwest are so damn politically correct and think we Southerners are racist hicks. Their cities are the most segregated I've ever been to, to be honest lol

as someone who's frequently in the north end of Winnipeg, nothing seems sketchy to me anymore
drove through some sketchy places in Minneapolis before. being off of the resort in Dominican Republic was pretty sketchy.

Came to post this! Sh*thole!
Went on a trip to the skatepark there a few years back. Derelict houses, burned out cars left around, somebody had pissed on one of the ramps in the park and nobody cared. Went to the nearest shop to get some beers and it had been robbed for all it's alcohol 5 mins before we got there (lunch time on a Sunday lol).

Didn't see a single black til 4th of July in downtown.
North side mostly whites and Latinos. Some asians
That being said grimmest city....
