srs, i just can't take a dude with tiny wrists seriously.
if you saw only the first half of his forearms (which is all you would see if he were wearing long sleeves (or long sleeves rolled up a little), you wouldn't even guess he lifted from just the forearms alone.

this is a huge myth...
a) wrist structure sets the base for your forearm structure, ergo large wrists naturally confer larger forearms
b) small wrists aren't visually imposing enough to give the kind of illusion you're talking about
c) small wrists typically not only reduce the maximum potential mass you can put on, but also the speed at which you can put it on.
the guy in the OP is well beyond natty realm and his forearms still aren't impressive. they ruin the rest of his physique.

Try this man:
Stand infront of a mirror. Put your arms up, your elbow must be leveled with your shoulder, and bend it at 90° (as if you're waving at someone), open your hand and your palm facing the mirror. Look at your wrists in the mirror - results = horrifying
Pose is similar to this:

small wrists make it harder for your forearms (and rest of your arm, really) to get big. this isn't broscience, this is documented physiology. this is precisely why your wrist circumference is measured as a factor when determining your natty limit, because your frame greatly affects the amount of musculature you're going to be able to comfortably put on. this is all on top of the fact that smaller wrists correlate to smaller forearms by virtue of giving you a smaller forearm structure.
