I can contract my bicep, stretch it and whatnot... I just cannot flex it hard at all... no matter how hard at all that I try. I understand I made a thread similar to this the other day but I have no idea if it is related to MMC. I try to squeeze it very hard but I just cannot do it. I use to neglect my left arm when I worked out 4 years ago and always favoured my right arm. This issue has been bothering me for years and makes me frustrated beyond belief, I'm wondering if I should maybe go to a physiotherapist and have him put tens machine on my bicep or what do you guys think?

Thats really odd. I once had a similar issue but it was associated with an injury. Felt a tweak in my arm while doing dips, and a few minutes later, I no longer had the ability to tighen my arm muscles at all, and I was getting numbness creeping down the side of my arm. Took about 6 weeks out of the gym, but it healed with rest and therapy.
But your issue isn't from acute injury like mine was, so I have no clue.

I had the same problem approx 1 1/2 years ago. I had little to no muscle mass on my left arm. I always thought i had some muscle mass on my left bicep, but that was just my ego. I couldnt flex it, at all, because there was simply nothing there to flex. It probably isnt the answer you're seeking, but keep hitting that arm and you'll be able to flex it. granted my left bicep is not as big as my right bicep, its been getting better and better by the day.

We don't know anything about you. Current workout programs, how long you've been working out consistently as of now. Even you neglecting your left arm doesn't give much detail.
Do you do dumbbell curls, or barbell curls? When was the last time that you could flex your left bicep? What is the difference between your left and your right?
Information helps.

Have you ever been able to flex your left bicep? If so, how long ago? Might have to make a trip to a neurologist and have some EMG tests performed

Not on a workout routine right now... just starting to get back into working out again. Using dumbbells so I can gain back good MMC in all my muscles. I could flex by bicep hard about 4 years ago when I use to work out consistently, I believe. My right arm is a bit bigger than my left arm, I don't know exact measurements but enough that my shirts all fit weird because my whole right arm / shoulder is bigger than my left.
