1. Can I use a barbell plate under my heels for squats? They improve my ability greatly, I have terrible form without it.
2. Any tips on how to dead lift with more emphasis on hips rather than back? I keep bending my back to pick the bar up instead of the proper straight back form.
Thank you everyone! I'm a beginner, all the advice and encouragement I've received is much appreciated.

Chuck Taylors are not good shoes for squats unless you're one of these people using a ridiculously wide stance, don't let anyone tell you otherwise. They possibly are better than a squishy tennis shoe or lifting barefoot, but they don't provide any heel or side-to-side support.
The VS weighlifting shoes are pretty cheap I believe.

For now, plates under heels is fine since you are using light weights. For the long run you should be working on your ankle mobility.
For deadlift, first and foremost, you need to make sure you are able to set up in the right position to begin with. If your back is at all rounded when you go to pick up the bar, it will round even worse when you begin the lift.
If you can't get to the right position without rounding your back, then again you need to work on your mobility, especially hamstrings in this case, but also glutes and other muscles of the hip (which you should be working on for your squat anyway).
What you ultimately want is to be bent over the bar with the bar directly over your shoelaces and your arms hanging straight down from your shoulders. Lift the chest and ribcage so that the back is arched, then try to hold that arch as you pull.How to eliminate lower back rounding (aka "butt-wink") in the squat, a definitive guide:

For squatting, Chuck's are fine or something with a raised heel is fine too.
