The Budget and Accounting Act of 1921 requires the President to submit the budget to Congress. without congress approving the budget to fund a war, how will the president pay for it?

It was in better shape after the surge than it is now... Personally I think in that part of the world dictators are needed in some sense as 'freedom' is a foreign concept to the populace...
