Articel 1, section 8 of the consitution says that congress shall have the power to declare war, not the president. the War Powers Resolution also states that the president may send the military into action abroad only by declaration of war by congress. The Budget and Accounting Act of 1921 requires the President to submit the budget to Congress. without congress approving the budget to fund a war, how will the president pay for it?
