Sorry for stupid username. I'm 18 5"9 153lbs. Am I considered sskinnyfat? I have belly fat so that is why I'm consider ING cutting. But I don't really know if I should just bulk first. The only workouts I do are bodyweight, but I'm going to join a gym now. So cut or bulk?

Default answer is always BULK. You are not grossly overweight, you just have a few untapped energy reserves :-)
Get on a good beginners program (read the Stickies) and get big.

Bulking and then cutting is more effiecient. But if you want to kind of get in shape/toned up a bit and see some results quicker you could always do a month or two of P90x to help get you in shape and stay motivated when it comes time to lift. I cut from a skinny fat 165 to 145 and then bulked to 190. Doubt I would have ever been focused and motivated had it not been for the program.
