Rather than run to keep fat down and then wonder why you're not filling out, consume less fat?!! You need to up your carb uptake too i imagine. Stop running daily, stick to heavy compound and eat on a surplus. TDEE's are different for each person so work out what yours is (using a TDEE calculator) which will then enable you to work with a decent surplus diet.

Your fear of gaining any fat and your use of cardio to compensate for increased caloric intake are suggestive of disordered eating habits. You need to face that fear and should not be worried about a bit of fat gain at the level you're at. Check out the stickies in the nutrition forum, set your caloric surplus appropriately to gain .5-1 lb/week, and bulk for 6 months-a year.
^^ Consuming less fat will not make you less fat. Indeed, replacing fat calories with carbohydrates will have no effect on OP's body composition.

Your shape doesn't really look bad at all in your avi. There's a thread in the nutrition section for eating disorder recovery support. It does seem like you're battling both disordered eating and maybe also some amount of dysmorphia with regard to your hips. You can beat that. There are some really good and supportive people in that thread who have been there before also will not be afraid to kick you in the ass a bit when you are getting in your own way. I strongly suggest that you check it out:

For now, you're probably going to want to stick to a fairly structured program in order to help you fight that urge to burn off extra calories with extra cardio. Also, if you've been working with a doctor, you should continue to listen to her recommendations.
Good luck.

The thing is, I know that if I fill out my shoulders, back and arms, it will make my body look alot better proportion wise. I am just a small bit annoyed as I don't know how to go about doing it right............was thinking "dirty bulk" to 160lbs, maintain workouts/lifting and then move on to clean?

Big back and big legs--- its the best illusion bodybuilders who are'nt genetically blessed with tiny wastes can provide..
Your history of ED, throws out any nutrition suggestions from me, don't feel its appropriate. If you got help previously, Id revisit that individual and discuss. My worries is if you overshoot your bulk and start seeing some fat gained you might go back to your old ways. Your health is more important.. BBing can be a passionate hobby in life, but its not your life.
Also remember your 19, you can have your training perfect, nutrition perfect (both of which is very rare) and there still the need for time- patience pal.

I rarely say this as I am a big proponent of cardio, but I would temporarily cut most, if not all, of your cardio out of your routine because you are using it in an unhealthy way. Cardio is not something that you increase or decrease as you eat more or less food. That is indicative of an eating disorder. If you read the stickies in the nutrition forum and set up your diet properly, you will not need to use cardio as a weight management tool. In order to minimize the temptation to use that extra mile of running as a calorie burn, you may want to stop running temporarily and just lift weights.
Of course, if you're working with a health professional please consult her and disregard the above information.

I didnt mean cutting as eating less calories. I also have wide hips, i meant cutting the bones, u get it?I know this is hard for you to comprehend but you are the dumbest mutha****a ive ever laid eyes on. Not only did i lose a million braincells just by looking at your post, i also lost my will to live. Im online right now looking for ways to recover braincells that have been destroyed by pheggots like you. If by some miracle you were able to understand and read all this, please by all means throw your computer and modem out of the window so something like this never happens again. Pheggot.
