We actually learned about this in my ap psychology class, it's not implausible that this is the same man but it's highly unlikely, I can't remember what the name of the exact term was but it was like Cognitive Peripheral Recognition, basically if you have a generic photo of a person, and look slightly to either side of it, it will look like anyone on the planet you want it too, because your brain will try to associate the image with someone you've seen before, because it's not getting a clear view of the actual image.
