This was an old picture but that's pretty much the size I am now, Im not looking to get into bodybuilding. All I want to do is have a huge chest and big arms with a lot of strength. I'm 18 currently 5'11 and 220 if I had to estimate bf I'd say 23-28. No access to the gym currently don't have funds, What should be my first step of action ?

Mmmm not exactly. Someone who sits on their arse all day and stuffs his face with kfc and doritos all day isn't going to have a lot of muscle mass, but will still get fat AF, to the point where you couldn't call them skinnyfat.
someone who was 6' 300lbs 50% would have very little muscle mass but would you call them skinnyfat? no, you would just call them a fat f*ker.

skinny fat where? you're almost obese. more than 35% of fat. why don't you wanna go into bodybuilding? you're 18 and you can change your life dramatically within 2 years and enjoy it for many years to come.
what you have to do: calculate your tdee and eat on a caloric deficit (you eat less calories than the ones you burn), this is the only way to lose weight. but your goal is not to lose weight but to lose fat, hence in the meanwhile you want to build muscle in order to compensate.
do two things:
1) go on youtube and search "scooby1961" and watch his entire channel, he'll teach you everything about nutrition and training. he also has a fantastic website with a calculator that estimates how many calories you should eat, here: http://scoobysworkshop.com/calorie-calculator/

I'm getting mixed answers here, some say lose weight some say bulk, Could someone give me a definite answer along with the steps I should take ?
My Goals are simple, I want a big chest and big arms with strength. I could careless about everything else.. Why? I don't know why I've set goals for myself and those are the goals I'd like to meet. if you want abs you can forget about huge arms and chest for now. firstly cut, which means to eat less calories than you burn, to lose weight. you should add some cardio training too. train your muscles as well (you find everything in scooby's channel) but for a good year you have to focus only on removing all that fat.
