Of course you can build muscle under fat. Top tier pro's carry fat even in contest shape.

Building muscle under fat doesn't look like much just because of that extra padding.

That being said, it's still a good idea to try to keep your bodyfat% in check.
Do you have control of your diet?

Train consistently, move iron with purpose, eat well, sleep well and achieve.

You're struggling because there is no logic to what you're doing and you've obviously feel you're beyond reading advice for beginners....like most who don't achieve much although have good intentions to get fit/big etc

You don't lift weights to lose weight, to lose weight you eat less than you calorie maintenance and to retain lean mass you workout whist on a strict deficit diet.

What is your routine like?? What are your goals...

Lastly, don't waste your time with cardio, just sort yourself out by doing the basics and start from scratch.

Personally, I'd get my tdee calculated, get a reasonable and achievable macro in order, do a programme which means you're working out about 8-10 hours a week of free weights, not cardio!! And do a lot of deadlifting and squatting (amongst other heavy compound)

you have at least 40 lbs to lose. start tracking calories and eat under your TDEE for at least 3-5 months. if you arent using weight ,you are eating too much.
