Why shouldn't everyone get an equal chance based on their need, instead of what they look like? By definition, these programs are discriminatory - exactly what Liberals pretend to oppose (when it fits their agenda).
PS: After five years of failed Obama programs, why are we supposed to believe that more Obama programs will be the "solution"?

One could argue that the cause of that is more of a cultural effect than anything else. It's up to said minority group to change their culture and the way they raise their kids. Throwing money at the problem isn't going to do anything.
Either way it reads like a racist program. Affirmative action, UNCF, and many other programs already exist. Would you be ok with Bush coming out with a program just to help struggling white kids?
And just another program by the left to tell minorities that they are incapable of helping themselves

I agree kinda, however the way it should be, is that it should be a program dedicated and formed to benefit anyone who needs it, and if it benefits one race over another then so be it. I'm sure those poorer white people would also like to know that their tax money (assuming they have income) is benefiting them just as much as it is benefiting other demographics

THIS is is racism and this type of thinking is why racism will always be around. Why not make it for young men in poor troubled environments? Why is it ONLY for blacks and hispanics? This is balantly racist yet its not called out as it. At what point do we decide Ok, minorities (and when we talk minorities we seem to only talk black/hispanic no other ethnicity) have caught up to white people we can take away these minority programs.

Throw all the money you want at it. It's not going to change anything until their culture changes.
It's no different than throwing money at education in inner city school districts expecting better results.
Look at Detroit. They spend the most towards education and have a graduation rate of less than 30 percent.

First of all, why is skin color the issue that is predominant? More black people struggle than others, so you exclusively help only the blacks? WTF, that's the very definition of racism. Why not assess the situation as one that includes all? I literally can't find the rationale here.
Second of all - these programs won't work. Regardless of skin color. We throw preposterous amounts of money at "closing the gap" in Australia, for aboriginals, and it does absolutely nothing. In fact I'd argue that it's negative toward their desires to help themselves, in the end.

Lets say Blacks and Hispanics make up 80% of poverty level (complete made up number Idk what it actually is)
and the rest of the 20% is white/asian
Lets say this keep my brother program only benefits blacks and hispanics who are under the poverty level. Why not let the white/asian kids also under the poverty level benefit? Blacks and Hispanics will be the majority helped by this because they make up the majority of the poverty level, but white/asian kids in a tough situation will be helped as well. Once could also argue that environment and economic status has a larger effect on how people live their lives. Look all across all of the cultures that you know of. What is the common denominator when analyzing sub cultures primarily associated with "ghetto" behavior? Economics and Environment are huge factors that you should not overlook.
