I am a pretty competent skipper, so I was wondering whether about 15 minutes post workout would be sufficient for cardio during a cut?
FYI, I am now 200~ pounds and much stronger than I was when I took the my profile picture

Of course it is. Skipping rope is the most effective form of cardio IMO, of course it is contingent on how intense you skip.
Me personally, I like to do HIIT while skipping. I usually stick with a moderate time. 40 seconds somewhat slow, 20 seconds sprinting. I do this for 4-5 minutes at a time and take a minute or 2 in between.
I love skipping rope. Not many people do it.Raise ya glass.. Lets toast to when we didn't have.. Hustle + Muscle = success... I did the math...

Jump rope is phenomenal cardio! Now whether or not it is sufficient depends whether or not you're losing fat consistently week over week. If you're losing 1-2 lbs every week or two, keep doing what you're doing. If you don't lose any weight in two weeks, increase the duration a bit or simply eat less.

Depends what you want it for ? Sufficient for cardiovascular health ? Sure if done with proper intensity.
If it's for fat loss then a deficit in your diet is sufficient enough for that, don't need the cardio for losing weight but it's great for cardiovascular health and/or boosting a deficit, but your primary tool of weight loss comes from your diet.My story going from obese to fit while battling daily chronic headaches:
