Most people who live near the Arctic are not "white" - look at Eskimos, Sibereans, Northern Asians. Even native/aboriginal Scandinavians basically looked like Eskimos. That's because the snow reflects UV radiation just like in a sunny area, and it's sunny for like half the year straight.

The blondes we now associate with Scandinavia actually came from other parts of Europe and white skin became a trait because of constant cloud cover and low sun visibility, meaning less vitamin D.
