Partly that, and partly that people are scared. Older people grew up with everyone telling them smoking was completely safe for decades, and then found out it caused almost certain death.

The e-juice has nicotine in it.

some people use it as an alternative and others to use it to slowly quit smoking regular cigarettes, since you can get e-juice with lower and lower mg of nicotine until eventually you get e-juice with 0mg of nicotine (which they do have)
