I just started taking going to the gym seriously and doing compound exercises with the goal of hypertrophy and strength increases. When I first started going to the gym in September I was 150-155 lbs. I wasn't cutting or bulking, but just eating maintenance most likely (wasn't counting calories). But then I did more research and found out about bulking/cutting. So since I wanted to gain mass I decided a bulk would be best for me so I started bulking since a week or two ago. I have been doing a clean bulk eating just brown rice, chicken, fish, veggies, yogurt, eggs, etc for the most part at around a 10% caloric surplus with around 5 bottles of water a day. I'm now on a 3-4x/week full-body workout with 8-12 reps for each set and so far I have started seeing some small gains, but I'm not really counting those since I first started with the bar...
However, after doing more research into bf % and some people saying skinny fat people should cut first and other saying bulk, I wanted to make sure I was on the right path. I haven't done any bf% tests just the online calculators but I know those can be inaccurate.
So I wanted to get some opinions on whether I should bulk or cut and if a general range for my bf% could be given based on my pics. Pics are unflexed.

Age: 20
Height: 5' 11"
Current weight (after small bulk): 160 lbs
Pant size: 30-31
