My first question is, is this considered hitching? I've just recently converted over to conventional deadlift and during light weight my form is ok but once I start doing my 1 rep maxes I feel like I'm leaning back to far once it passes my knee. Kind of like how you sit back when water skiing. Sorry about the long buildup time just skip to 25 seconds

it can be called as "ramping" or supporting the bar on the thigh. depends on the judge and the fed.
its not a good idea to train that way though regardless of whether you'd get whites in some situations.

One huge HUGE problem with your set-up is your foot position. You have to "ramp" the weight up your legs because you have absolutely zero torque in your hips due to your foot position. Get your toes pointed more forward. Foot pronation (toes turned out) of more than 9 to 10 degrees can cause a navicular drop phenomena that causes the posterior tib to go lax. The post tib needs tension to support both the arch of the foot and the knee. Without it's support, hip abduction/extension is EXTREMELY limited due to the drop in torque. You actually begin your pull in valgus. Your feet are out but your knees are pointed straight at the camera.
If a toes forward position is hard to get into, then that is a sign of dysfunction somewhere. That really should be priority in your training until it becomes comfortable."Every normal man must be tempted at times to spit on his hands, hoist the black flag, and begin to slit throats."

Watching the video again, the ramp at the top is actually you correcting your knee position and abducting your hips. If you start in this position, you won't have to waste the energy getting into it mid lift. Definitely work on that foot position.
