im 189 pounds, 6 ft 3 and around 16 % bf i think
i am struggling to lose fat off my abs and chest ? my arms and shoulders are my strong point but abs have heaps of fat on them and i still have fat around my chest ?
do i keep staying in a calorie deficit or do i try an aggressive cut but if i keep trying to cut until i get abs and a soild chest ill lose muscle mass on my arms ?

It takes longer for some people to lose Bodyfat on different spots on the body. Usually, it's the obliques and below your belly button on your lower abs. In my case, it's the obliques, and loser chest, but my lower abs have a lot less bf. I would suggest to clean bulk to put some muscle mass on, then if any fat is gained, it's always easy to cut when getting the correct macros.

If I'm honest you don't look like you've really got any fat on you. Maybe the angle, or whatever.
Patience. If you really want to keep losing fat from where you are at now you have to be patient.
