I feel he was. He was massive but kept conditioned and had great shape, but never won anything big.

I'm a Ruhl fan and in my opinion he should of stayed with the size he had in 1999 and not get bigger. All he would have to do then was work on a few body parts and conditioning because he already had the size and he would of had a better career. Even though he won the 2002 NOC, if he stayed smaller he would of placed better throughout his career. He sacrificed conditioning and chose to get bigger which made him a little out of proportion and not placing that well.

Ruhl is one of those guys that was the epitome of the word "Mass Monster".
But I don't really think he was underrated. Not good conditioning (especially in the glutes/hamstrings) and grossly unproportionate biceps and shoulders (were probably enhanced) prevented him from climbing further. Would have been interesting if he stayed the same size like Ice suggested.
Gunter was definitely the better and more successful German Mass Monster in the early to mid 2000s. Only person to beat Ronnie during his reign and a perennial Top 6 finisher from 2002 to 2005.Frustrated at bodybuilding? Read my rant:

I don't think any bodybuilders goal is to be small.
I like what Arnold said about bodybuilding, about how he would never add mass to one area without doing the same everywhere else.
Ruhl done the opposite imo.
Just added mass for the sake of being bigger.
So no I don't think he was underrated considering he was quite unproportional.
That being said he is one if my favourites and seems like a cool guy.I Discovered A Meal Between Breakfast And Brunch

Big Markus Ruhl fan, loved the size that he brought to the stage, only thing was he always had poor triceps. Still a great bodybuilder regardless
People spend too much time finding other people to blame, too much energy finding excuses for not being what they are capable of being and not enough energy putting themselves on the line, growing out of the past and getting on with their lives. - Kai Greene
