I don't want to get underweight...
Anywho, I started losing weight at a little over 160 pounds. I'm now at 140 pounds give or take. My lower belly area still has some noticeable fat that sticks out and so do the sides of my chest. Should I just work at staying at this weight but increasing muscle mass/strength or should I keep going lower to reduce the stomach fat?

This looks very similar to my transformation (186 30% to 160 20%). Basically from fatass to skinnyfat. You are still somewhat skinnyfat but negligibly so. I basically want to get down to 145 5'10 (my height equivalent of your current look), before bulking a bit and finally cutting.
The point of cutting is either to reduce way too much fat (you've already done it now) or to reveal underlying muscle and look ripped (you need lean muscle mass for this). Time to go on a slow bulk, maybe add 10-15 lbs (IDK how much really) and then slowly cut to show that muscle tone.

so I should start a 'slow bulk' now? I see...
scary thought, gaining weight. It took so much to get to where I'm at now. But I see I won't be seeing much difference if I stay at this weight without gaining muscle, so a bulk seems non-optional.
How many more calories should I add to my maintenance to bulk? I dropped between 300-500 calories per day to lose weight but eating over by that same amount seems overkill... but honestly, I probably used to eat close to 4,000 calories per day before which is why I got so fat.

Congrats on the fat loss!
It's difficult to say whether you should bulk or cut, because your posture in the after pictures is really bad, but I think you should cut until you have slight ab definition and only a slight pinch on your love handles. This cut will optimize your hormones to bulk up without gaining way too much fat.ISSA Certified Personal Trainer

I wouldn't try "bulking". I would just start lifting hard and heavy and work on gaining some muscle mass/strength. Eating normally or at maintenance while doing so.

I'd personally do what the above poster said and keep cutting until you see some ab definition starting to come in noticeably. Currently, it looks like you're probably 20% bf...maybe over (hard to really tell with the picture)....but you've definitely made some great progress and look a whole lot better. 20lbs in 4-5 months is great....not too high or too low....so keep doing what you have been. You'll definitely get rather small in the process , but you'll be less apt to put on as much fat when you do go to bulk if you're smart about it once you get to around 15% or slightly under. You'll likely feel a whole lot better about the bulking process also if you maintain that look where you can see some definition throughout.
