Do you think the bank would lend 100,00,000 dollars for you to buy all combinations, with a gaurantee that you'll win (and the hope that nobody else wins). Lets face it, it's very likely that with a 200 million lotto, not many people will go crazy and buy tickets (that only happens when it gets to over 300 million)
So obviously, you are VERY likely to win the entire jackpot.

in the current economic climate banks are typically unwilling to lend to all but the most fool-proof of plans.
