I'm 145 pounds 16 year old male.
I was wondering if I'm just skinny, or skinny fat.
I know that if I'm skinny, I should be bulking but I'm worried that I might be skinny fat and bulking will make me even fatter.
I don't know what to do if I'm skinny fat.
Eat above maintenance? Eat below maintenance? Do cardio?
I'm confused :S

To be 100% sure, you'd have to take a body fat % test. Most people usually start bulk at 10-15% body fat and start to cut around 20-25% body fat. In your pictures there is some visible muscle tone, if I had to guess I would say your body fat is 15-20%.
What you do from 15-20% depends on your goals. I personally would bulk right now (eating something like 200-300 surplus calories a day will not make you fat overnight) and start cutting when you have specific goals in mind and when you can estimate your body fat accurately with a 1-2% margin of error.
