I need dumb bells what are good ones to pick up

I have a set of cheap dumb bells that i bought from sears years ago they are cement vinyl plates and they come loose every time you use them i want to run all pros and i cant row well with a barbell so i want to sub with some compact dumb bells that i can add weight to when i progess,what are the best dumb bells im looking to spend 80 to 100 bucks
