Well what would be the point of say 'Miss Brazil' if it was won by stunning pasty white/redhead irish female daughter of nationalized citizens of Brazil, or Miss Spain won by a gorgeous woman who's parent immigrated from Japan.

It sort of makes the contest about the most beautiful women for a certain region/country sort of moot.

she's too dark skinned for them. Indian culture worships lighter skinned, more Iranian looking Indians as the ideal so it's understandable that Indians would be marking her down as 'not hot'.
