I measure 39.5cm and bought the XL, still plenty snug. I wouldn't go smaller than large in your case.

I measure 36 cm and I own both large and med. I always wear the large, and I never use the medium. The medium is too tight for my liking. However, I have read a lot of the reviews on Amazon and other forums, and recommendations always seem to be to size down one. I only like to wear knee sleeves to keep warm, and the mediums are still a very good size for me. As forbidden said, with your measurements and based on my own personal experience, I would go with the L. I think you'll find they offer the type of support that you're probably looking for.

Read as many threads as you can with other people's experience. I was 35 so went with S size because I read some saying they eventually stretch. They are tight but I am happy with my size.

You are on upper side of L so probably would do fine with L but it is a border situation - hence why I say read as much as you can. Personally I would not go XL.

The common recommendation is go a size smaller but that's mainly due to the smaller size reducing the slipping around of the sleeves in a competition. It also provides more compression which is also desirable in competition. The other reason to go smaller is the neoprene tends to stretch out slightly over time For average gym use get the size you measure in. So for the OP I'd say Large is fine and will stretch out slightly to you're .5" overage just fine. If you ever wanted to do something like strongman or powerlifting then get mediums.
