Would a hypocaloric diet still build muscle as well as burn fat if I consume an adequate amount of protein?

Yes it can. The process is not as efficient as being in a surplus and will diminish as calories get further below maintenance. It will also diminish when:
- your training stimulus gets weaker (which happens as your body gets accustomed to the exercise)
- as you get more experienced and therefore further from your "natural" or homeostatic state
- as you get leaner and have less fuel to be supplied from bodyfat
