Is a low carb bulk good for gaining strength without much mass?

It would probably be better to keep carb intake higher on a bulk because if carbs are low, more than likely fat will be high and fat is easily stored as fat in a caloric surplus.
Also, muscle glycogen is important to improving gym performance, so there's that as well.

TLDR: 120g Carbs + 2.5g Carbs for each working set would provide you with a minimum.
