When do you start moving your knees on a RDL?

On the exrx page, it begins late in the move, around the point where he's at 10 o'clock.
Also, it looks like his hips shoot back early on. My thought was that you keep the hips in place and then bend the knees when flexibility becomes an issue.
Any ideas? Links to a good RDL explanation is much appreciated.

Perform RDLs as demonstrated in the vid in post #2, and you'll be good to go.
