you are damn lean and i don't think your love handles can go any smaller than that.
You need wide shoulders ,thick back and chest.That will help to make them look smaller.

I have wide hips too, and narrow abs, similar to your genetics. Just hit your obliques hard and i found that HIIT ( hill sprints ) helps core strength big time, aswell as oblique work like twists and bends. Make sure your eating to compensate for the Cardio if you decide to do it.
