After 6 months of keto(a few weeks inbetween cheats/days as well),I can't seem to lose the belly fat and puffy nipples.I feel like my BMR is completely messed up.I eat below 1500 cals(sometimes even below 1000 cal) and I just can't seem to lose this extra fat on the belly and chest.I can walk/cardio infinitely(lol) but I only focused on diet for this long.My idea was to go to low bf% before I start clean bulking,because the last thing I want is gain all that fat in two months.
Mind you I did this without any cardio/weightlifting,and I will start cardio today.Will that jump start my BMR to a better count before I do the clean bulk/weightlifting?I feel like I jump into it immediately I gain a ton of fat before my body "fixes" itself.

Not enough info to help. I suspect you have too little mass to look good. Clean bulking is the answer. If it really bothers you, increase calories slowly until you start making gains. Unless you are female or malformed somehow, going below 1500 calories isn't the answer.

I agree about not having enough info (your current stats: bodyweight, height, age and bf% would all be helpful..pics would be better). However, doing "infinite" amounts of cardio and eating btwn 900-1500 cals is absolutely not the answer, unless you're going for the "skinny fat" look or want to injure yourself. You should calculate your TEE (see link below) the right way then reduce it by NO MORE than 250-500 cals. Cutting out any more than that is not going to do you any favors. Your body needs those calories for a reason; muscle recovery and energy just to name a couple. Also, lifting is never a bad idea and will almost certainly give you the results you're looking for more than countless hours on the treadmill. Unless of course you really do want the skinny-fat look, then by all means continue.
