They are equally as difficult to the respective individual involved.

Getting swole starting skinny is harder i dont give a chit what anybody says.
why do we have the biggest loser and all these fat loss shows but no skinny to swole...
b/c it is ****ing hard and takes alot longer

Assuming they're both new to lifting or have had a long hiatus and are getting noob gains:
Commonly you have the 250lb+ fat guy getting to 180-190 and being aesthetic as fuk in like a year with lots of solid muscle mass because most fat guys have a decently solid foundation underneath.
Then you have skinny fat @ 130-140, even if he gains 30-40lbs in the first year of lifting, he still gained quite a bit of fat too and isn't even close to being on the fat guys level. It will take the skinny guy 2+ years to get to 200+ and then cut down and be aesthetic.
Of course yes, the fat people have to worry about stretch marks and loose skin, but I'd still say it's easier for the fat people.
