Honestly I don't think Jaime is as good as everyone thinks. He got destroyed by brienne, yes yes i know he was famished and such but brienne was said to be fighting to contain Jaime, while Jaime was fighting to kill.
I'd say Arthur Dayne, Barristan the Bold, Khal Drogo, The Hound. Not in any specific order. At the tournament where Gregor goes crazy he's fended off by The Hound who like in the Brienne and Jaime instance was fighting to contain, not kill.

Just started reading the first book and pretty sure the hound was mentioned as being the best near the start when the king's company visited Winterfell. He's portrayed as being big and clumsy with only brute force in the tv version though.

taking into account all 5 books,
i'd go with barristan for living people.
jaime is overrated as fuk. he got tooled by a girl. even if he was weaker at that point, that's bush-league. and with no sword hand now, he doesn't belong in any conversation about best fighter.

This conversation should be for book readers only. If you've only seen the show, you don't know what you're talking about.
The sword dancer? The Mountain? u srs?
There's no real answer for this because they all have different fighting styles and the only things we know about the old-school legends is from stories.
