An airplane is on a powered conveyor belt. The conveyor belt can increase in speed to offset the rotation of the wheels, thereby preventing the plane from moving. Will this airplane be able to fly in this situation?

yes - a stationary plane will fly.

just like if you jump while you are in an airplane, you will shoot out the backside of the plane b/c you are going straight up and the plane is moving at 500 mph underneath you.

An airplanes wheels spin free. Meaning, the treadmill has no effect on the forward motion of the aircraft. Airplanes moves due to thrust and flys due to the speed of air over the wings

even though the wheels are free spinning, if the plane isn't moving then there isn't enough airflow over/under the wings to create the lift needed for a plane to fly

The conveyor belt will not prevent plane from moving because the plane does not receive power from the wheels. Derp.

The wheel bearings will just have to be able to withstand the friction of double takeoff speed.

In a perfect world where the plane and the belt are the exact same speed at the same instant and there is no wind= no fly, no lift

The world is not perfect and the belt will not match the plane at every instant= thus lift, possibility of flight

Do you consider a plane "flying" when it's wheels are touching the conveyor? If not (which is the true choice), then the plane would be "flying" at 0 mph as soon as the wheels stop touching, because the conveyor would be irrelevant at that point.

It's not as simple as you may think. Your situation would be relevant in a case where the conveyor does not move at all.

The wheels of an airplane are free rotating, there's no power applied to them, airplane motion is all dependent on thrust, the conveyor can't stop the motion of air through the turbofan, so it will still accelerate and eventually take off.
