If you just wear those dumb Board shorts like he does, you won't have to worry about your legs at all; nobody can see 'em.
IF, OTOH, you actually want to build a set of wheels, fit this into your training routine:
Ironwill2008's Basic Leg Routine for Bodybuilders

Barbell Squat 4 sets of 6-8 reps (not counting warm-up sets)
Leg Press 3x10-12
Barbell Lunge 3x6-8
Romanian Deadlift 3x6-8
Leg curl 3x10-12
Calves can be done on a separate day, with an upper-body part.
Leg Press Calf Raise 3x10-12
Seated Calf Raise 3x12
This routine is to be done once a week. On all exercises, work to increase the weight
lifted, with good form/full ROM, week-to-week, within the rep ranges listed.
Example:
For Squats, after warm-ups, load the bar with a weight with which you can get 6 good reps on all 4 sets. Stay at this weight until you can Squat it for 4x8, at which time you'll add enough weight to the bar (try 10 pounds) to drop you back to 4x6. Progress this new load up to 4x8, and then add more weight the following week, and so on.
Use this same progression scheme for all exercises.No brain, no gain.

i did a quick google search and felt gay aftewards...but seriously it doesn't seem as though he really has great legs at all. his upper body is definitely way more developed, i'm guessing he's a fitness competitor? nothing wrong with that, but like IW said, those board shorts he's wearing covers up the legs so therefor he likely doesn't see the need to hit them that hard at all.
here his legs show their lack of development compared to upper body.

yet here they look not too bad, but still not great.

I agree his legs are not his strong point whatsoever
I remember he did the 100 squat rep challenge (100 reps with 2 plates) in 25 minutes, which is very long time, he legs look like toothpicks there tbh.
