It's good that you pointed that out, (it's not what I am looking for as the answer though).

Infact we can look at this in atleast two ways:
A year is a year.
A year is not a year.

That is to say that:
The SOLAR YEAR is exactly as long as a solar year. it's perfect since it is what it is.
The CALENDAR (which is a COPY of the ORIGINAL (Solar year) is "OFF" by some fractions, which we have come to periodically amend by the addition of a 29th day of the Month of February, every four years.

So - it depends, but ofcourse I can guess that you mean the calendar, rather than the movement of the actual Earth around the actual Sun.
