I'm wondering starting out. I don't work our. My shoulders seem to be around 39 inches. My rib cage is 28 inches my chest is 36. My waist is 26 inches around the belly button 24 above and a lot bigger below that. My hips are 32 inches. around my butt 33.5 if theres a difference. My thighs are 18 inches. I'm wondering compared to the rest of me are my shoulders wide? People always point out that they are it can be hard to fit them into clothing. I like them though but if I work out do they have to get big and how big?

No, the don't 'have to' get big, but its likely that your shoulders and back will get broader and thicker if you do lots of pulling and pushing exercises such as deadlifts or press.. and How big varies depending on your activity in those exercises, and your nutrients that you're taking in. if you're taking in like 10 grams of protein doing 2 sets of 10 presses a week, hell no you wont get big.
If you're wanting to avoid them getting larger, for things like your deadlift or press, try focusing on lower reps like 3-5 reps, which will build less muscle mass but more strength.
