What happens if you don't drink enough water on creatine?

I probably had, like, a liter yesterday. First time I went below a gallon since I started 10 days ago, though...

The purpose of creatine is to retain more water in the cells, which makes them more efficent in shuttling in nutrients, and out waste. You wont die, you probably wont even notice anything. If you dont drink enough water for a few days you will lose the water you've retained.

One day below your typical intake won't kill you.

what if hypothetically one didn't get enough water on average, would the creatine just have no effect?

Essentialy yes. Depending on how little you drink you're also going to dehydrate and feel terrible.

I used to have a kidney stone, let me warn you all, not a pleasant experience. Wasn't because of dehydration though.

dehydration is the biggest issue, and if you are performing/exercising outside in the heat, exertional heat stroke may be a risk.
