In terms of pure size probably Greg Kovacs, maybe Paul Dillett

The biggest in-shape arms that I ever saw in person belonged to Manfred Hoeberl. I don't remember what year. 1996 maybe? I've seen a lot of the pro bodybuilders from the 90's-2000's and his were WAY bigger than anyone's except Dillet's. I guess Paul's were the biggest that I ever have seen on a pro bodybuilder. Ronnie's are still the freakiest up-close, in my opinion. I have NEVER seen a bicep like that. It looks like carved wood.

Unrelated but I found this cool pic while googling.

You have to think how thick a guys arms are too. Having crazy height in a front bicep shot is not totally indicative of overall size.
I'd go with Dillet. His arms were thick as hell and on his already large frame his arms looked huge.A pattern in the chaos.

Dillet was the name that came to mind as soon as I read the thread title.
There may be a dude 4+ inches taller out there that has had larger, but he's the size king for arms as far as I'm concerned.

Arm injections are quite common but why the hell did he put this oil in his quads as well is beyond me.
