I think this is a good point actually. Since fat covers muscle and not the other way around, when you are lean people are impressed as that means you have nothing but muscle under there. Whereas with higher bf%, people just assume you have a lot of fat making up your arm size, even if this isn't true.

14.5" ripped (no fatcep) I started getting compliments 6'3
Started with 8" arms. I have very long biceps. Went through helll living with small arms for a long time, took me 3 years of serious lifting. My arms stay incredibly lean but I have the worst muscle building genetics. I've been tracking cals/macros since the start and everything with 4k bulks.

It's the downside of height - I'm the same way. Maintain 185lbs @ 3.5-4k calories, depending on how active I am. Can't even make myself eat enough to gain weight right now.
As far as original question, it depends on the clothes you wear. I get compliments on shoulders/arms all the time if I wear a tight fit V-neck or a tank, but if I wear a looser shirt or a sweater or something, the only muscle group that ends up noticeable is traps... and no one is going to comment on traps except another lifter lol.
Arms are 15.5" @6'3 with ~11% bf for reference.
