The bill signed by ND governor: prohibits abortions of Down syndrome children and prohibits abortion after heart beat is detected.
Great bill. The states should be able to decide the term limits. Although I am not sure how this will hold up considering RvW, I think, has something about a second trimester mark.

Based on detection of heartbeat? I was able to see my son's heartbeat via ultrasound @ 7-8 weeks. Had a miscarriage scare and the tech was able to find his hearbeat no problem.

Sorry, I get testy on this issue. It's a life altering situation for the fetus who is pumping its own blood too.
Abortion should not be allowed for superficial reasons to begin with, like I want to go to college now or I am not ready or I don't have enough money. Those are solved by birth control, not abortion. Rape would be an unfortunate but perhaps necessary exception.
It also forces responsibility, if you are going to get an abortion then you can no longer contemplate it for months on end and then decide to kill a more fully developed child.
