you can own almost any snake you want if you've go the funds (top snake is ps'd tho). some snakes are fairly smart and will learn who you are and will learn routines and make it very obvious that they are smart... retics, boelens, coachwhips, indigos... all very smart (in snake terms). other snakes like ball pythons are dumb as hell and basically pet rocks.

can't see a blue one... probably the X i'm getting here at work. i'm assuming is a green tree python. they start out yellow or brownish red as babies, most turn green, a rare few stay pure yellow, and a very very very rare few turn blue. however some females will get more blue coloration to their green with hormonal changes.
