Yo! I'm 18 and work out 3x a week (going to increase this soon) but don't do any cardio which probably explains my lack of fitness.
My resting heart rate is between 70-75 and I really want it between 50-60 does this mean that all i need to do is cardio on the off days?
Does cardio in general just reduce your HR over time?
Lets assume i do a 30 minute jog every off day, would this be beneficial?

Well, here is kind of a problem. it is hard to get big and have great cardio (hard, not impossible). i wrestled at 120 lbs after my weight cut and even though i was scrawny my RHR was 48 bpm. after wrestling ended and i put on 15 lbs, it went up to about 63. what i would suggest is on your rest days to do high intensity cardio (insanity, p90x, etc.) because jogging can help cardio to a certain point, but it is not exactly high intensity. hope this helped.

Your heart rate is similar to stroke volume. Stroke volume is how much blood the heart can pump in ONE beat. The strength of your heart effects how much blood it can pump in one beat. To lower it. Like with any MUSCLE. You must work it like you said CARDIO is KEY.
My bpm is currently 53, i find a really effective method of getting it down is sprinting in intervals, jog 50m sprint 50m. That will get your heart pumping like **** and sort you out bro.
Problem alot of people have with cardio is that they think that running in general will help their heartrate. It helps the heart but it will not often stimulate growth unless it is intense enough. Bear in mind 70-75 is an average heart rate and anything below 70 requires rather good physical levels of fitness. It does require abit of work.
Good luck hope i helped.
