i'm just wondering what the lay person can use to weight the foot for shin raises (or...i guess you might call em reverse-calves). i cannot imagine how to balance the weight, or even the best position to do it in

Another way is to get a couple of 45-pound plates, stick a clip down the center holes to keep them from sliding too far apart, put your toes under the edge of the bottom plate and raise your toes for the desired number of reps. It's more comfortable, though not essential, to pad your feet with a towel. In addition, I get best results by sitting on something lower than a bench; an aerobics step or the SLDL platform both work well.
