16s LEAN aka sub 8% will be damn big, you'll get complimented if you're able to keep fullness in them aka not on keto or on low carbs.
A TRUE 17+ at that height will be MASSIVE to the gen pop. Not the bloofy type though, the lean cut like diamond type.
Then it comes down to shape/limb length/muscle insertions, but 17+ will always look insane if you're lean.
You could go months on end walking around at malls/stores/going to work and not see anyone remotely close to that.

Mine are 15 cold flexed and they are lean(ish, can see clear definition on triceps and veins etc). I still feel like they could be bigger obviously but I've had a few comments so they can't be too bad and must look like some liftage goes on from a general public POV even though big guys would laugh at them.

It's unflexed.
I suspect the reason you've "never heard of one person that measures their arms unflexed" is because you spend your time around insecure *******s trying to inflate their egos selling lies to themselves. IE: typical miscer.
And, wtf about "flexed, but without a pump". Bro, if you're going to f*ck around don't do a half measure, go all the damn way. Measure yourself flexed as insanely hard as you can, pumped right after arm day, twist the tape at an off angle, make sure not to wrap it around your arm too tightly and then add an inch to the end of it. y'all have been lifting for so long that you forget what big is to the average non lifter. In HS, i had 13 in arms and people thought i was jacked lololol. In reality anything over 12-13 and lean people are going to call you jacked. 15 " arms are huge to the general public

As for me I have 16 and 9-10% bf and get asked what I do all the time for them. Although, they look much bigger because I have great inserts and shape to them. What's big for a 5'6 brah like me? If 15" is good for 5'10, 14" must be great for me, 13" if lean, right?

I remember there was a video on this site years ago showing how to properly measure arms and it showed to do it at your side unflexed and that's how I and most people I know have done it.
you can't really say one way is wrong though because there's no officiating bodybuilding group defining the proper way. so neither way can really br WRONG people are gonna do what they were first exposed to. but for a thread like this if you want consistent results you have to define which method.you wanna know how i did it, this is how, i never saved anything for the swim back.

Depends what you want. I like arms (whole shebang, delts on down), so I like to get mine bigger. I don't think my arms are that big @ 15.25' (shooting for ~17.5-18 lean). YMMV. Not sure if you're still in HS or not, but once you get out of that world you'll notice that 12.5' aren't big at all. Just keep progressing and you'll see a big difference between 12.5 and 15.
