opinions on working out abs twice a week?

In my opinion: do about 8-12 WEIGHTED sets a week in the 8-15 rep range. You could break that up into every other day (Monday,wednesday, friday) with three sets each time, or 4-6 sets 2x a week. or any other way you see fit, Its generally accepted that you should take a 48-72 hour rest before you work out the same muscle again.
I suggest/use weighted decline situps, and Weighted Planks.
following that routine will give you a strong core for powerlifting/strength training as well as great hypertrophy for the abs
What are your goals though??? Hypertrophy? strength? support your spine? just general health??
