Go to an alley with a dodge ball and bounce it off one side as hard as you can and dodge it. Sounds stupid but it works. You could use any wall but then you have to keep getting the ball. A good 10-15ft alley is perfect. Or a Garage type room. Eventually you'll be able to dodge balls thrown at you from someone else and your body and mind will develop a quicker connection.
People say all of this crap about genetics this, genetics that. I will never let genetics tell me what I can and cannot do..

Speed ladder, can get them as cheap as $20 with a dvd
Plyo's - Look at plyometric articles on this site, they are great for speed/agility.

Good suggestions made already, but alternatively just blast some music and balance on one leg, eyes open and eyes closed. Works great for balance, which in turn will aid sporting ability. Jumping rope is excellent for coordination and balance as well. Add cross overs, running on the spot, and doubles to really challenge hand eye.
