Attempting a max 3 weeks in a row sure won't help your progression. Go on madcows or simply pull 3 sets of 5 once or twice a week. Add weight to the bar each workout, at your level linear progression shouldn't be too difficult.

That is not a routine. Find a routine here: http://forum.bodybuilding.com/showthread.php?t=386505

Once that is done, make sure your form doesn't suck and 315 should come soon.

    Stop trying to max out.

start doing accessories to work on weak points instead of deadlifts, like defecit dls, rack pulls, lock outs etc. then try to deadlift after a few months
    Current/goal

    Bw: 177/198
    Bench: 155/185
    Squat: 255/315
    Deadlift: 300/405

    Yet to compete.

He doesn't have any weak points. He's just weak. And it would probably be better to deadlift more often with proper programming if the goal is to get stronger.

Stop doing so much volume before trying to max.
Stop testing your max every week.
Get on a beginners program and give it time to work.
    Improve form.

With a 300 lb Deadlift (which is mine too) speed work isn't necessary yet. It wouldn't be a bad idea but weekly progression by deadlifting once a week is key...or if he can still increase pounds he's every workout then linear progression workout-workout is key.

    Speed work should come later

Stop going for singles every single time. Next time you deadlift try to get 305x2. If you do, try for 310 next time, maybe you only get it for one.

Even better than that, go on an actual organized program. It seems to help a lot of people, but I've never had the discipline for it.
